Background
The NW Energy Coalition is an alliance of more than 110 environmental, civic, and human service organizations, progressive utilities and businesses in Oregon, Washington, Idaho, Montana and British Columbia. We promote energy efficiency and renewable energy, low-income and consumer protection in energy policy decisions and fish and wildlife restoration on the Columbia and Snake Rivers.

Energy policy is critical to the economic and environmental health of the Northwest. Ensuring that individual utilities, state agencies and the region pursue clean and affordable energy strategies to meet our power needs is a central focus for the Coalition. We drive home the link between energy development and climate change. Reducing greenhouse gas emissions from the power sector is a top priority.

This position will focus on energy efficiency policies, building energy codes, appliance and equipment standards, utility rate design and regulation, and efficiency-related market transformation efforts in Washington and the Northwest. Efforts cover the electricity and natural gas sectors as well as energy efficiency that results in water savings. This staff person will work in collaboration with policy staff based in Seattle, Portland and Helena. This position will be located in Seattle.

Principal Duties and Responsibilities
• Analyze and critique utility, state and regional policy proposals on energy efficiency.
• Advocate strong and effective energy efficiency policies and programs in state and local regulatory, utility and legislative proceedings and other public policy settings.
• Represent the Coalition on utility and government advisory committees.
• Develop and initiate policy, program and communication strategies that advance energy efficiency.
• Build collaborative relationships with other organizations engaged in energy policies.
• Prepare position and policy papers.
• Work with diverse Coalition members and allies to develop mutually supportive policy positions.
• Write articles and reports for Coalition publications.
• Assist outreach staff in mobilizing Coalition member organizations and community activists for public hearings and related public involvement.
• Share in the administrative and fundraising responsibilities of a cooperative, informal and diverse work environment.
• Other duties as assigned.

Qualifications
Bachelor's degree in a relevant discipline and at least eight years relevant experience in energy and public policy work. Master’s degree preferred, and can substitute to a limited extent for direct experience. Expertise in economics, statistics, financial analysis, engineering or law is desirable. Relevant professional experience includes (but is not limited to) work in political, policy, legal, utility or government settings. Position requires excellent written and oral communications skills, especially the ability to communicate effectively with a wide range of audiences from technical experts to the general public. Must be able to work independently, juggle multiple tasks and respond quickly in time-sensitive policy deliberations. Willingness to travel to Portland and throughout the region.

Salary and benefits: Salary $50,000 – $55,000 DOE. Excellent benefits include generous medical and dental insurance, four weeks paid vacation and employer matching retirement plan. NWEC is an equal opportunity employer.
