The Oregon Department of Environmental Quality's headquarters located in Portland, OR currently has a Full-Time opportunity for a Recruiter to join an innovative team and work to advance our agency mission to be a leader in restoring, maintaining and enhancing the quality of Oregon's air, land and water.

About the Department
The Human Resources section provides a full range of human resources services, including employee and labor relations, health and safety, recruitment and selection, affirmative action, diversity and inclusion, employee assistance and wellness, claims management, position classification and allocation, benefits and salary administration, training, policy and procedure development, and record-keeping.

What will you do?
The successful applicant will provide recruiting services for the entire agency, using the state's online hiring interface, NeoGov and soon to be Workday. The position will also develop, implement, and administer recruitment and selection processes and provide general technical and analytical support to HR staff and agency employees. In addition, the incumbent will assist and act in a confidential capacity to the HR manager for the purposes of collective bargaining. The successful applicant will also be responsible for monitoring and maintaining DEQ HR's social media accounts to include posting recruitments, answering questions regarding the recruitment process, conducting pay equity analysis, and other related projects. Responsibilities also include orienting new employees to our health care benefits and enrollment process.

Working Conditions
Typically works in an office environment. Occasional in-state travel is required for consultations, meetings and training sessions. Work involves frequent interruptions and handling multiple/conflicting priorities and deadlines.

Qualifications, Required & Requested Skills
Minimum Qualifications
In order to meet the minimum qualifications for this positions, you will need:

A Bachelor's degree in human resource management, organizational behavior or development, business or public administration, the applied behavioral sciences, industrial relations or a job-related course of study determined by the appointing authority; OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one (1) year of human resources experience; OR
Three (3) years Human Resources paraprofessional or technical-level experience.
Desired Attributes and Requested Skills-- Preference may be given to applicants who can demonstrate knowledge, experience and skill in the following areas:
Demonstrated experience using NeoGov, Workday, or other ATS systems
Demonstrated ability to build effective working relationships with staff at all levels
Proficiency using Microsoft Office (Word, Excel, and PowerPoint)
Experience in working as an HR professional in a union represented agency or business
Demonstrated commitment to building, developing and supporting a diverse workforce
Experience in applying veterans preference points
