Commute Seattle is Downtown Seattle's Transportation Management Association (TMA), working to enhance Downtown's economic competitiveness by reducing drive-alone commuting. We envision a Downtown Seattle in which commuters are empowered to walk, bike, rideshare, or take transit to work. Our goal is to reduce the drive-alone commute rate to 30% by 2016. Commute Seattle is a 501c(4) not-for-profit, public-private partnership of the Downtown Seattle Association, King County Metro, and the City of Seattle.

As part of broader economic development and access plan to ensure Downtown Seattle can accommodate expected growth and enhance economic vitality the DSA will form and lead a Downtown Parking Advisory Board to implement a strategic effort to integrate Downtown’s private off-street parking supply.

The Parking Outreach Manager is responsible for the identification, education and recruitment of Downtown property owners and parking operators who would benefit from participating in a strategic off-street parking initiative. The strategic parking initiative aims to create one, comprehensive strategy, brand, and parking experience for visitors to Downtown by better utilizing and coordinating private parking resources and pricing.

Integration of multiple parking program elements into one comprehensive and coherent value proposition to property owners may include disparate but related parking elements including evening and weekend pricing, e-Park parking guidance system integration, and transportation demand management (TDM) strategies and programs which include commute trip reduction strategies.

Duties & Responsibilities
• Staff Downtown Parking Advisory Board for administrative support, presentations, and agenda setting, and collaborate with stakeholders to identify opportunities for property owner participate in parking programs.
• Collaborate with strategic parking consultant who will, for a limited time, co-chair the Downtown Parking Advisory Board, to design, launch and implement the strategic parking initiative.
• Synthesize and aggregate multiple parking pricing schemes and services to offer clear and comprehensive strategies to property owners.
• Facilitate outreach strategy planning and lead implementation of parking outreach initiatives, including those associated with SDOT e-Park contract.
• Enlist and retain participation, including contract negotiation, execution and renewal, of current e-Park, future e-Park, and strategic parking program participants
• Provide monthly report documenting prospecting, recruitment, new contract and contract renewals and progress against stated success measures for strategic parking initiative as well as e-Park, to board and SDOT
• Manage and maintain ongoing relationship with participating parking operators, including maintenance and data collection and review.
• Manage, track, report and present quarterly on garage participation and occupancy data to AWV and parking oversight committee.
• Collaborate with marketing staff at DSA to develop garage recruitment/sales materials that lead with the business value to property owners and parking operator to participate in the strategic parking initiatives
• Identify and secure garage contracts in targeted and prioritized neighborhoods relevant to e-Park, the strategic parking program, and CTR program requirements.
• Generate content for parking seminars, forums, website, social media posts and other communications targeted to property owners and garage operators.
• Collaborate with neighborhood stakeholders, WSDOT, SDOT, the Downtown Seattle Association, Metropolitan Improvement District, and BOMA.
• Collaborate with Commute Seattle staff to integrate comprehensive set of garage outreach deliverables which include SPI goals, e-Park goals, TDM goals related to enhancing vanpool, carpool and ridesharing parking supplies.
• Identify opportunities to integrate TDM principles and strategies with parking outcomes and educate property owner about the programmatic opportunities that exist with Commute Seattle.
• Perform other related duties of comparable level/type as assigned

Qualifications
• Degree in urban planning, real estate, business, public administration, or related fields
• A minimum of five years’ experience in parking management, parking operations, property management, tenant services, real estate, business development, or transportation demand management
• Experience with in the business-to-business environment with contracts, sales, marketing and relationship management
• Experience working with committees and government agencies; as well as private-public partnerships preferred
• Strong relationships with property owners and parking vendors preferred
• Self-motivated, problem-solver and energetic learner with a good sense of humor
• Excellent verbal and written communications with an emphasis on newswriting and editing; proficient with AP style
• Strong interpersonal skills and comfort working with groups in a collaborative environment with partner groups, colleagues and volunteers
• Highly organized with the ability to manage multiple projects and daily deadlines
• Knowledge of Downtown Seattle, its neighborhoods and business community and property owners preferred
• Availability and mobility to work across multiple Downtown neighborhoods, as well as occasional early mornings, evenings, weekends and holidays
• Proficient with Microsoft Word, Outlook, Excel, Word Press and PowerPoint

Salary and Benefits
Position is at management level, salary range is $55k-$60k competitive DOE. Eligible for health insurance; vacation and sick leave; holidays; retirement plan; annual transit pass.
