EMBARQ – The World Resources Institute Center for Sustainable Transport (www.embarq.org) is seeking an Associate to support the organization, business development and implementation of EMBARQ’s new Latin America Bus Rapid Transit (BRT) Association, of which EMBARQ will serve as the Technical Secretariat. In addition to interacting with top-level decision makers of at least 13 BRT agencies from six Latin American countries, the Associate will work closely with senior staff at EMBARQ’s affiliated Centers for Sustainable Transport in Brazil and Mexico. This is a six-month term position, with the possibility of renewal, depending on performance and budget availability.

The Associate’s main responsibilities include preparing documents for the business plan, including related bylaws, policies, institutional and legal frameworks, project indicators and case studies, negotiation guidelines for BRT providers, financing opportunities, communication strategies and cost structures. The Associate will also help design and develop reports, mailings and other correspondence to communicate with BRT agency stakeholders, in an effort to facilitate the process of implementing and consolidating the BRT Association. This position is expected to help EMBARQ create new opportunities for scaling up high quality BRT and transit-integrated systems in the region.

Responsibilities:
• Gather and systematize information about Latin American BRT agencies, including system features, performance and impact indicators, institutional frameworks, status of city transit services, and contact information of local decision makers and stakeholders
• Identify and gather information about potential sponsors of the BRT Association
• Prepare proposals for potential sponsors
• Support the organizational and financial structuring of the BRT Association
• Carry out comparative analysis about schemes and best practices of organizational structure of BRT systems, and their linkages with public policies
• Design and approve bylaws of the Latin American BRT Association
• Formulate and approve a two-year plan of operation for the BRT Association
• Implement a fundraising campaign for the BRT Association, which would include writing proposals and identifying potential sponsors

Qualifications:
• Studies in public policy, administration, organizational communications, political science, law and/or sociology, with at least 3 years of experience; or a graduate degree in organizational and financial models to build international associations and federations
• Knowledge about urban transport or planning, a plus
• Interest in the organizational dimensions of Latin American urban transport
• Interest in the work areas of the EMBARQ Network
• Excellent interpersonal skills, detail-oriented, highly organized team player
• Highly creative, analytic and proactive
• Ability to juggle multiple priorities and work under pressure with tight deadlines
• Good computer skills in Microsoft Office (Word, Excel, Access, PowerPoint), the Internet and other information databases
• Excellent written and oral communication skills in English and Spanish and/or Portuguese Must be fluent in Spanish, or possess bilingual fluency in Spanish and English
• Commitment to EMBARQ’s mission as well as WRI’s mission and values
• Willingness and ability to travel
